The mission of the Portuguese Observatory for Health Systems (OPSS) is to provide a precise, periodic and independent analysis of the Portuguese health system evolution and its determinants to all those who are, in fact, able to influence the health in Portugal. This year, besides the usual analysis of the last years governance, the OPSS includes in its Spring Report two background themes: the access to healthcare and the quality of care. The access is addressed regarding the responsiveness of the hospital external consultations and the impact of the recent legislation about the minimum waiting times. The quality theme is addressed mainly based on three areas: the risk of infection, the use of antibiotics, and the disease management. Among the themes regarding this last years governance are the continuum of care, primary care and hospital care, the flu pandemics, tobacco and mental health. In the section called agenda for the future are analyzed important aspects of the Portuguese health system, such as regulation, human resources, and the USA health reform.Downloads
