Abstract

Health Centres are 'organizations-alive' and any approach that situated as 'organizations-machines' in which everything takes place according to a predictable and linear causality, is doomed to failure. In this article, the health centers are designed as learning organizations - organizations in which learning is a characteristic nuclear, which systematically promotes learning and development individual, collective and organizational, to improve the delivery of health care in a way that is increasingly satisfying to the people they serve, their professionals, governments, partners and all stakeholders. Organizations are open to the exterior in a reciprocal flow of knowledge and experience and that interpersonal relationships play a structural role and promoter of quality. The ongoing reform in primary health care, as it is implemented, will increase the likelihood that more health centers are willing to become learning organizations.
